The switches are out side the room and the lights are inside. You are allowed to use the switches but entering the room is limited to one time only.

Turn on the first switch and leave it on for 10 minutes. Turn it off then immediately turn on the second. Go into the room. If the bulb is off but warm, it was the first switch. If it's on, it was the second. If it's off but cold, it was the third.

You must ask the tree of authority,

Enter the room and reach to the switches outside.
Cause a state diagram will show you can't otherwise.

Turn on 1 switch for a few minutes.
Turn it off.
Turn on another one.
Go into the room.
the one which is on is obvious. The one which is warm to touch is the one you just turned off. The last one is again obvious.
