It does if the device is on standby. It will not if the device is switched off.

A plug socket does not use electricity if the device plugged it to it is not in use or switched off.. For electricity to be used or consumed, a circuit should be complete. When there is a power outage though, it is best to unplug all appliances to prevent damage due to possible power surges when power is restored.

A very small trickle and dissipation occurs due to capacitance, and inductive reactance, which will cancell each out to some degree, and disipate, but for the most part no.
