If it's just the top bit, it's still ok to eat but it shows that the broccoli is wilting and old and no longer fresh. It won't be as tasty. Maybe what you can do is trim off the top bits so that the entire broccoli is not wasted. Stir fry or grill it. At this point, it won't taste as nice if you steam or blanch it.

why is it yellow?
if its yellow becauce you have had it a bit to long, throw it away
if its fresh and yellow it probably u can eat it but it will probably taste like SH**
it could also be yellow because it has over grown and still will be fine but taste like SH** theres many reasons why it could be yellow so if you dont know why its yellow chuck it away. It could be some sort of chemical burn.
I worked 8 months on a broccoli farm in Victoria Australia and some advice, make sure you wash your broccoli (and other vegies ) before u eat it, especially grapes

Are the flowers opening? the blooms are yellow. if that is the case it is fine to eat, it won't hurt you though it may have a stronger flavor

If it is just turning yellow (not blooms) it is still ok to eat, it just means it is not as fresh as we would like, but it won't hurt you as lung as it isn't slimy or moldy it is fine

and to the comment about being poisinous, brocolli is never poisinous, in fact the entire plant is edible, as are most plants in the brassica family. These include turnips, cabbage, broccoli, cauliflower, collards, etc...

I am pretty sure broccoli is meant to be green. If it is yellow, throw it away. Might not kill you, but could give you tummy aches.
I used to work in a fruit shop.

In the event that it's a fruit they have seeds, otherwise it's a vegetable. And vegetables are usually grown in the ground while fruits are grown in trees.
