you can talk to immigration or the home office

im not sue why you want to report them though, or if they have offended you,i feel that everyone is entitled to freedom and peace, do you have any idea why they fled their country in the first place, think cxarefully what you are doing this is a human beings life

You can contact your nearest Immigration Office, (in the phone book). However a few Police Stations have a local Immigration office, so you could ring them and speak to them. You would need details of the person.
