It might be a gentle way of telling you that you are a tease. Like you act like you want to have sex by making out than don't want to. Which if that's the case, if he cant appreciate making out just for the sake of kissing and cuddling, then you don't need him anyway. It is hard to answer that question without knowing what context he said it in. By the way I did not mean that offensive at all, it is just if a man says something like that, that is one possible explanation.

It means exactly what he said. You appear fickle to him. You give the impression that you are unsure of your choices. Obviously he doesn't want to be with someone who isn't sure if he is what they want.
