The only people who have those details are the D.V.L.A.

I think you will find that the police, or security forces are the only people with direct access to vehicle registrations. Anyone who access this information for anything other than official business will be in breach of the data protection act and would be liable to prosecution and possible prison sentence.

If you don't have a good mate who is a policeman, you don't have much of a chance, not even for love.

You could try an advert in your local news paper.

I think you'll either have to have a friend in the police force or at the DVLA to get that info.
