In England and Wales it only takes one Police Officer in England and Wales in Uniform or a marked car to pull anyone on the road over at anytime under Section 163 of the Road traffic Act whether it be for speeding or just to check documents etc. In Scotland I believe it takes two officers to report you for speeding as they come under different legislation.

As a uk copper, I can pull over anyone I feel is committing and offence, on my own, Police officers do not `charge` you, the system does on cps advice normally.

a policeman cannot, without verification by calibrated instruments, cameras etc, say how fast you were going, though if I saw someone obviously doing 70-ish in a 30 limit I would probably summons them for driving without due care and attention and put in a report to cover it. not all coppers are bas***ds, I am fair, its simple though, do not speed my friend.

Actually, none have to be present.

Some jurisdictions are using cameras hooked into radar guns. The radar picks up your speed, the camera takes your picture, with the date, time, location, and your speed printed on it. It is then mailed to you with your citation. All perfectly legal.

Other than the above, only one officer needs to present to give you your citation. In court he will present his testimony about the traffic radar readout on your speed. The court will believe the officer, who is under oath, because he is a trained professional whose job is to enforce traffic laws. You can deny the charge but you will not be able to present any evidence to refute the officer.

Only one needs to be present, especially as these days there is the element of CCTV. You are still innocent until proven guilty though, so don't forget that!
