You have an INTERMITTANT SHORT in your TV....that Tweet is the power supply attempting to provide power to a short....

Most 28 inchers consume about 170 watts...
Best to leave the TV plugged in but turned off overnight...

Most 28 inch repairs run the same amount as a NEW 28 inch TV...

I suspect it's time to Upgrade your old TV set with a new one....

You have a power supply fault.

The sound you hear is the PSU Overload circuit cutting off the set to restrict damage, and reduce fire risk.

Probably due to a dry solder joint. This can be repaired at a reasonable price if you take the set to the engineer. (no call out charge)

Allways Turn The set off overnight. To both save electricity and reduce fire risk.

About 120 - 150 Watts.
