Closed Circuit Television is what you see in many schools, hospitals and other locations.
The channels you are watching are only available within that location.
Kind of like the difference between intranet (a web of sites within a corporation or a university, etc) and internet, the world-wide thing.
So CCTV is as to Intranet as Cable/Satellite Television is to Internet.
