Diagnostic and Statistical Manual of Mental Disorders (DSM), published by the American Psychiatric Association, is the handbook used most often in "diagnosing" mental disorders -- it outlines in very, VERY great detail all the criteria required for making every diagnosis of psychiatric nature. The current edition is DSM-IV, and they revise it every few years.

Do you mean "Psychiatry"?
Psychiatry is a medical specialty dealing with the prevention, assessment, diagnosis, treatment, and rehabilitation of mental illness. Its primary goal is the relief of mental suffering associated with disorder and improvement of mental well-being.
Psychiatry has close relationship with Neuropathology. Neuropathology is the study of disease of nervous system tissue, usually in the form of either small surgical biopsies or whole autopsy brains. Neuropathology is a subspecialty of anatomic pathology.
Please see the web pages for more details on Psychiatry and Neuropathology.
