To what extent parents of 3 & 4 yrs kids can enjoy freely at home.

I would hug or kiss or cuddle whith my hubbie in front of my kids. I think thats good for them to know that mommy and daddy love eachouther. but anything else is private.

You can wait until they go to sleep, but if they wake up it's over. Try talking to a friend that has kids, or family and see if you can take turns watching each other kids over night. That way you have the whole house to do your thing without interruptions.

while the kids are not home or while they are asleep. i would still show affection to my b/f while the kids are around.
