I would recommend against calling the man if he has not called you first. Men are primordial creatures and want to be in control and steer the relationship and can feel emasculated if your are the one calling him and may even avoid you because it they feel controlled or you are acting like their mother and checking up on them.
Even if the guy is shy and asking you to call him, which in that case is ok for the initial call, because he wants to be in the driver's seat, may throw it back in your face later on if things turn sours as "you forced him into a relationship" he was not ready for because he was too shy to tell you more (loser, I know, but not uncommon).

There are no benefits.
Give him a call. Guys don't like to talk on the phone or worse yet. Some don't know how to start a conversation. Give him a call. Set up a date.
Leave him a sexy voice message.

There is nothing wrong with it. Most guys enjoy a phone call from a women.

If she knows enough about him to be sure he is single and she likes him, yes, she should call. If she doesn't she may miss out on a happy future.

They can, but most of the times if they do, men tend to think that they are desparate and illtreat them.

yeah, not too much to be annoying, early on you can gauge if they care enough to call you, or make them sweat to stir thier emotions.
