Do you think the applicant's Nationality is covered in the "Equal Opportunity Employment Act"?

I am just curious to know if applicant's nationality is covered in the "Equal Opportunity Employment Act"?. Foreigners in particular who wish to work in the USA are included in this law?

Positions offered to foreigners is governed by the Equal Opportunity Employment Act because people should be equal before the law.

The Equal Opportunities Act is English law, and therefore only applies to the UK.
