Do you have a website for these guys or some specifications for the camera? I can't find anything....
Without more info, I'd steer clear of Tech-Chem products. There are plenty of other brands to chose from where you know exactly what you're getting.
A lot of these small brands - small in Europe/ USA, anyway - make inferior products. I recently reviewed a copuple of cameras by a company called SVP. No serious review site will touch their cameras, but at least SVP provides some info on their own website. Things that stood out were that their cameras only had digital zoom (no optical zoom), poor low light performance, and they advertised with more megapixels than the cameras actually had.

I enjoy a Nikon D 50 , find it meets the criteria you set. A D50 with 2 lenses ,a separate flash , and a spare battery, etc, set me back 1500 bucks-a good investment. Canon is also a high quality provider. Actually, the most important factor is the ability of the photographer. There is more variation in results from one person to another than from one camera to another.
