I agree with it totally.... I know many people who make promises and break them. Who say, "I meant to, but" and so on.

I dont agree. Good intentions means that they whole-heartedly tried. Example. A handicapped person had good intentions of finishing the race. Some egotistical athlete wn the race. But whose heart was really in it? Intention is different from procrastination.
