No your not braking any laws as long as you brake no windows etc lol.
The use of a .22 blank requiers no licence there for your fine, On the othere hand make sure there is no one nor livestock about that could sustain ingury from the falling dummy ect
When the launcher is fired a bang me spark some curiosity with the locals etc,, police may arrive to check all is fine,,,, which you are. If you stray onto a farmers land etc ask his permision 9 times out of 10 the more than happy for you to train your dog as long as its not disruppting them or the livestock.
Good luck with the dog

Mitch, I don't believe so. I know that most cities do not allow the discharge of a weapon in city limits. This is not a weapon, but you may still have some intervention by the local police. The only problem that I can see you having is if there is a neighbor close by that really takes offense to it (you just cant please some people). The police may insist that you cant do that there. Up to you if you want to argue with them. You will probably loose.

Try it, you probably will not have any problems. If so, I too believe that you can find a field or pasture in which the landowner will not care. Just be sure to ask first, not after.

Good luck, and have fun training your dog.

i asked the same question about the blank pistol or popper rounds for adapting to gunfire...tell your neighbors up front what u are doing then no one will call the police. Better yet call your local LE first.. thenn if a neighbor bithces you can tell um that you already called the POlice and all is legal. I intend to fire 22 blanks when i feed my pup din din
