Well, it's not something you can put a timer on. When I met my husband, he told me he loved me after two weeks of dating, and we are married now and have a baby. I felt the same way at the time, and I told him so. But, that's REALLY quick. We are really meant to be, though.
If you really love the person, then there's nothing you can do, but I think that you should tell them when the moment it right. Don't just blurt it out in front of a bunch of people, or when they just wake up, cause you're likely to get a reaction you don't want. The right moment will present itself, so don't rush it. Make it count.

I feel for you because you sound like a really nice guy. If things are bad and crazy in her home with kids and things thin she may need some time to herself to think about things. But if she is refusing you and not communicating with you and you may of seen or heard her being with another man. I know its painful to think about a loved one being with someone else but you can only give so much. If she is doing what she is doing to you maybe she is not the person you thought she was and differently not the person for you. I wish you the best of luck.

love is no culculus, there is no formula, trust me, your eyes can hit a target for the first time and you already know and feel you are in love, true true, more often you have to give it a little time, in most cases this is a matter of ethical issues, nothing to do with building love because love has always been there. the waiting is the same like, on your marks, get ready, bang! runners reaction time differ. you see, sometimes you wait longer, and start chasing a wild goose. see? time is of no essence! start shooting!

I don't really think there's a time limit on when to say I love you. I guess it just depends on how strong the feelings are. I'd say at least 2 months maybe.
