Well, this is a complicated question.
You can by blueprints, yes, from anyone in the world.
However, you need to know something about the blueprints. Do you want blueprints that last longer than the regular brand? Or, maybe, you prefer a cheap one so that the blueprint can be disposed of soon after creation of the long range missle.
Now, the long range missle is a whole new story. Again, do you want a missle that will blow up a person, 5 people, 20 people, or as many as about 300 million? Would you like a reusable missle? They may be a bit pricy, but reusuable nuclear missles have an advantage: they are reusable.
I would consider phoning Hali-Burton, they have a large selection, abd are willing to help in choosing the missle tha tbest fits your needs. However, they are rather pricy. I recommend calling them, finding out exactly which missle you want, and then start finding a blueprint dealer.
Now, dealers are disguised. Some people say it's because they are selling blueprints of violence, but most of the regulars know that it's simply because all missle blueprint dealers are in a constant game of hide-and-seek. The best way to find a dealer therefore is to run into a heavily crowded area (mall, airport, etc) and scream I"M NOT LOOKING FOR YOU!!!!!!!!! This will assure any dealer that you are not looking for them, which will bring them to you. From there it should be smooth sailing. Oh, yea, most are dressed up in little-child outfits.
I also recommend that the first time you get blueprints, brign a friend who has already bought them. You don't want the dealer to rip you off. First time I tried to buy a blueprint for 7,000 ton Hydrogen Bomb the guy asked for like, $15. Luckily, another dealer emerged and offered one for just $4.20.

I suggest doing what Steven Wright did. He used his money from student loans to buy a missile. When the creditors asked "where's the money?" he said "I used it to buy a missle, now leave me alone."
