Tell him in a face to face meeting that your priorities in life have changed because you have changed and that you would like to move on from the relationship. Be kind and be sensitive, but don't allow it to drag on in to a long drawn out drama - that wouldn't be fair to anyone. You do not need to tell him you don't love him unless he asks, in which case you explain that as a result of your inner changes you do not feel the same connection as you once did...that your love for him is felt on a friendship and caring level and nothing more.

Start by telling him why and that the relationship won't work because of the reason why you don't love him or like him.

Depending on how long the relationship has been going on, it would be best to leave him or wait

I just come out and tell him. Let him down easy. Don't use that whole lets be friends line. That makes people feel worse.
Word of Advice: Don't do it at your place! He might start to destroy stuff.

Openly honestly directly without excuses or lies and then be ready to move on. Tell him how you feel. Nobody can argue with your feelings. Own your feelings, don't blame or make up stories. Keep it simple.
