There are mp3s that are free domain to the public. They're available on sites, but require a fee for downloading. Are there any sites or programs that allow downloading them for free?

Do you know Chinese? If you can, take there are many available mp3 on China websites! You can go to:
music.yahoo.com.cn
mp3.baidu.com
d.sogou.com
m.iask.com/
mp3.ry100.com/
mp3.zhongsou.com/
and search by either typing in the singer/song title in Chinese. Or simply search through any search engines. Downloading is free unless otherwise stated. However, if you do not know Chinese, I'm afraid this method will not work for you.
