No. To keep that coat up requires a lot of daily grooming (at times, hours). This including sprays to remove tangles and avoid breakage as well as a number of different brushes and combs that serve different purposes. It also requires banding hair so that it doesn't get broken (on the head furnishings as well as throughout the body). You also need to keep the dog restrained in their movement so they don't break any of their coat (it's a serious fault for show dogs). This may include crating themn for their entire show career.
Most long-haired dogs that are kept as pets are kept in puppy cut because the grooming requirements are much lower and it allows the dog to be a dog. The average person cannot keep up with that sort of coat. I had my Lhasa's coat grow in to nearly that length just to see how pretty he would be and the daily grooming was approaching 2 hours. 1 hour in the morning and 1 hour at night. No thanks.

No, the dog in that picture is professionally groomed, and has to be brushed probably several times a day. It's just like human hair - you can't expect to have long hair and never get a tangle! Everyone I know who has a shih tzu clips their dog's hair short and it is still very cute!

No, I own a shih tzu and we keep his hair short because we do not have time for the upkeep that such a picture shows. The style is more for show dogs or owners who have time to groom the animal everyday...my pup is just fine with the short hair though!

Well i have 2 and the only way i keep them looking really nice is to keep their fur shorter and brush and clip it regularly.
But people who show their shih-tzu keep them looking like this.

Ditto, not a chance, this is a top show dog, excellent breeding, raised in a pen, constantly groomed with coat conditioners and special food. Seen a lot of them and they are cute, but none like this one.

I don't think so... but in my daughter's game Nintendogs she has a Shih Tzu and once she bathes it and brushes it, it always looks messy

You have to have them groomed or you need to learn how to groom them yourself. They get matted terribly & also get gunk in their eyes. You have to buy eye wash & wash them a lot too. They are incredibley smart & great companions, but you have to keep them groomed.
