The devil was originally thrown out of heaven and down to earth after he rebelled.
In the book of Job, we learn that Satan has the authority to wander the earth at will, most likely because he swindled man out of the earthly dominion, which God had earlier given to Adam, alone.
Satan lost that dominion when Jesus redeemed mankind, so he may be presently locked up in heaven, under the authority of Michael the archangel, until the times of the end.
Alternatively, he may still be loose here on earth, a fugitive, wandering around, searching for souls that he might devour, but now lacking any real authority to do so.
Revelation really isn't very clear on that point, proving once again that God really does have a sense of humor!

The Devil was an angel at the point of decieving Eve. It was then that he went against God and became Satan (which means 'opposer' of God) and Devil (which means 'slanderer' or liar). The issue of God Soverienty was then brought up, and whether Jehovah God (the creater) had the right to decide right and wrong. Basicially Satan, Adam and Eve wanted to decide for themselves what was good and bad (Genesis 3:1-7).
As the issue was played out, Satan was still allowed in Heaven (Job 1:5) and Earth (Luke 4:2) to try and prove the point, and that's why the earth is in such a state. Because we have been trying to run things without Gods help.
Jehovah God saved those of us who want to be loyal to God, by giving His only begotton son. As the only other perfect person other than Adam and Eve to have ever lived, he remained faithful to God even to the point of being killed (Luke 22:42). Because of what Jesus did God made him King, and when Jesus took up his position as King, he chucked Satan and the angels who followed him out of heaven. The date when Jesus would take up his Kingship was fortold in a vision to Ezekiel to be the year 1914, and it as it say's in Revelations 12:12 'woe to the earth'.
This is obviously just scratching the surface for you, and the Jehovah's Witnesses do a free Bible study. They can show you the truth about what the Bible say's, and back up what they tell you.

Good question. I wish they hadn't been tricked and we would not be living in the world as it is. An unsaved person who is not born again will not be able to make heads or tails out of the Bible. I understand why so many on here say that it makes no sense. It made no sense to me either until I got saved. The devil was thrown out of Heaven long before man was created. In fact hell was not created for man but for the devil and his fallen angels. The devil (satan) is not in hell right now. He is wondering the earth with his fallen angels (demons) trying to take anyone he can. In the Bible it even mentions that the demons and satan fear hell. When man was created, they were told not to eat from the one tree, but satan told Eve to eat the fruit and it will open her eyes to knowledge and that she could be like God. Bad idea! Well, you know the rest of the story. Here is a good website that has some really good information on this subject.

the devil is actually an angel. the most beautiful angel named Lucifer. he became proud and decided to be equal with God. thus God turned him into Satan, the devil. thrown him out of heaven.
since he's going to hell, he wants to bring as many as he can. he does everything against God. so since God told Adam & Eve not to eat, he tricked them into eating.
in Revelations (the last book), he's forever banished to hell. the work is now completed. Jesus rules. devil no longer has power.

There's a lot of stuff in the Bible that make no sense:
-Noah's ark-the olive tree: How did the tree survive, if there were 40 days of high waters- didn't the tree suffocate or something?
-Where are the dinosaurs in any of this?
-And so on
EDIT: Hmm, but if he's supposed to be in Hell, then how can he even come up at all? :o And if he can, then is he among us?
Not that I believe in the Devil though...to give him existence and meaning is to give him power...therefore Devil=doesn't exist.

God had given the Devil over the earth and the air. So by him being over the earth he knew what sin to bring to Eve. He fooled her into thinking that she would be a god.

During the time of Adam and Eve, Satan and all the angels were allowed to go back and forth from heaven to earth. When Jesus took the seat at the right hand of God as the princely ruler, his first act was to ban Satan and all those demons who rebelled against God from ever returning to heaven. He threw them out permanantly and confined them to earth.

This isn't a contradiction. Angel's ability to move from Heaven to Earth is presumed by bible texts. There's plenty of contractions to bug Christians about without bringing this up.
