Hair is generally what people recognize first. For instance if you were to see portrait drawn of someone (with hair) you probably wouldn't recognize them until the hair was drawn in (maybe you would but a lot of people wouldn't).
That being said, there is no reason to hate someone without hair or treat them any differently.
I would assume the people that are doing this insulting are of extremely low intelligence, and should not be considered people like the rest of us.

Thats how most people are. It is not only hair if anybody looks different from the rest then they are often insulted. But do not all this to heart because many more are there in this world who care a heck about how one looks and it is with these people you mingle with and that all your problem is solved.

Some people, we'll call them @ssh%les, think its cool to pick on others. Usually they are the children of @ssh%les who also come from a long line of @ssh%les. There's not much you can do about them unless you want to sue their @ssh%les off. To do that, you'll need to get evidence (video). If you can sue the company or school where it's happening on the grounds that they did nothing to stop it, you may be able to get a lawyer to sue for free (they take a percentage of what you get).
But then maybe I'm being vindictive, in fact I'm fairly sure I am.

Personally, I don't care how different a person looks - it's all about their personality. If they are fun to hang out with and talk to, I could care less if they are missing an eyebrow.
