I occasionally feel a slight discomforting pain in around the areas of my upper left arm, elbow, and shoulder when it's cold outside. It feels more like in the muscle or bones. When the weather is decent or warm, my entire left arm feels fine.

you don't mention your age or relative health, so your answer will be non-specific.
contact your family doctor. you will need an x-ray of the areas affected to rule out any injuries (either bone or soft tissue). if you can't relate the pain, etc to a specific injury in the past, it is possible that you have a type of arthritis or other inflammatory process of the joints. regardless, your MD can prescribe medication to reduce pain/inflammation. your MD may also send you for therapy. if you are cleared from anything serious, visit a chiropractor or masseuse.
