Tell your parents. That is not a freak that is a seriously derannged human being. You need to tell an adult befoire this guy hurts a child. It is called sexual harrassment and he can go to jail for it. DO NOT keep quiet even if your brother asks you to. He is a dangerous person and you need to say something. Whatever you do don't be alone with him!

Tell him that he is not someone you want to talk to online. Block him from Im and mark him as spam on his email! Talk to a parent if you want, but i would not wanna talk to one personally. But it is the right thing to do. Good Luck!
