Example u can remove the top part of the picture(NOT erase it) and the picture becomes smaller.Free and no virus.

Sounds like you want to "crop" a photo.
The best simple freeware I know of to manipulate photos is IrfanView
It is a very good image viewer with many built-in features, such as cropping and resizing.
It is not a proper image editor, but for most people who just want to resize, crop or adjust contrast/brightness then this is the one to go for.
