what about times? like something like 7:15. seven-fifteen jsut seems... iono... unclear. like it doesn't stand out from the rest of hte words - 7:15 is faster read and registered. ???

You use the numbers for time; just don't write it like "7 o'clock." Instead, put 7:00 a.m. or p.m.

You can use "o'clock" for whole numbers, not for increments; for example, you wouldn't say "seven fifteen o'clock."

You are right, in formal writing we do not use number, but write one, two, three, etc., because it is more subtle and catching to the eye and the mind.

Same rule can apply on time. Example: 7:15 can be written as: fifteen minuets after seven o'clock.

That's why the military doe's not.They use 0100 for 1 am and 1300 for 1 pm.In formal writing that's the point,...writing it out.The short version would be one pm, or one am. But then you would need to know what am & pm means...So I will give you the formal version of that! AM means anti-meridian & PM means post meridian.That is all based on the Prime meridian that is an imaginary line from the north pole to south pole directly thru Greenwich England.The opposite side of the World is the international date line.So it's One Ten AM Eastern Standard Time here on the east coast.

Colons, commas, and other punctuation marks aren't always as clear as day light. The correct usage of commas and semi colons in a sentence with a list and descriptions of the items in that list can get confusing. But whether it is punctuation or the way people write numbers, educated people are going to look for the correct way to wright because it makes for better communication.

We only write out the numbers one through nine. Everything else gets the digits... at least that's what I usually do. And no one writes out the time using words...unless they say something like three o'clock.
