It's pretty simple:
He should do it, if he wants to. He should not do it if he does not want to.
The fact that he did not do it and talked to you about it probably means he does not want to and is looking for someone else to say so. He can then use that as the excuse instead of him just turning down sex.

If you decide to go through with it, as for a alternative location. Dumpster are really nasty and smelly, not to point out unsanitary.
