This web site shows everything you need to know about personalized plate requirements in NY. Looks to me like you can have up to 8 letters if it's a passenger car, but if it's a motorcycle you can only have 6.

You can get up to six letters / numbers providing you don't get a specialty plate with something on the left border such as a regional fiqure such as a sailboat, wine country, NASCAR, baseball, basketball, football etc.

I'm not sure, but don't get your heart set on something as it has already been taken. I tried many different things to get a vanity plate I liked, and they were all used. Call the d.m.v. And ask if yours is in use already.

I don't know if its the same in NY, but the AZ DMV website tells you. The one out here actually lets you put your idea into a search engine and will let you know if someone already has it, if its too long, etc.
