Here's the thing. Don't use lotion. You need to use a cream or gel.
Eucerin cream is awesome also aloe gels.
Why? Here's a good example. When you have chapped lips and you lick them, only makes them worse right? It just drys them out more. Well that is what lotion does to your skin.
Look at ingredients. You won't creams or gels who have as little alcohol in it as possible and preferably something where water isn't the first ingredient.

Certain lotions are good, have to read the ingredient label before hand. According to our dermatologist, you want to get a product that has less than 8 ingredients. Aveeno is good for this, but still have to watch the label, some have more than 8. When you get out of the shower, pat dry your skin, do not rub. While the skin is still moist, this is when you rub the lotion into your skin. Be sure to drink plenty of fluids, and taking fish oil capsules help in the skin condition

Hey, i have really dry skin as well, the best thing that you can do is dont scratch!!!! Buy a humidafier which helps create more moisture in the air. Your house might be dry expecially in the winter! Also, try baby lotions which noooo secent! I know it not great. I have been using Curel and Vit E gel and its been working for me. Another tip, keep your showers cool for me the hot hot water always feels good but by doing that its just drying out your skin more and always put loation on 3 mins after comming out of the shower.

If you don't mind the greasy-ness, try vasoline. It should help moisturize your skin at the cost of having slightly greasy hands.
Otherwise, other than lotion there isn't much. However, one lotion I found that works wonders, just in case you haven't tried it, is the Jasmine-Vanilla stuff at Bath and Body Works. It smells like old lady perfume, comes in a rather small red bottle, but it's worked on my dry skin (even my knuckles and elbows, which are the worse areas). If you haven't tried it, do! I think it's on sale now too.

I have really dry sensitive skin and cannot recommend this daily moisturiser enough ... http://www.rosacea-remedy.com/remedy.html it's a website for rosacea but there daily moisturiser is the best thing I've come across. It moisturises my skin all day long but doesn't leave me all greasy. A little bit spreads along way, soone bottle should last two months. My skin is very fussy, so it's taken a long time to find something that doesn't irritate me or make me break out in spots.
You could also ask at cosmetics counters if they have any trial samples for very dry skin. Most of them do it and will give them to you free, if you ask. That way you won't waste lots of money buying creams that just don't suit your skin, like I have :P

you need to exfoliate your skin and then apply a moisturizer in the form of a gel or cream.
if you are talking about dry skin on your body you can exfoliate with St. Ives apricot scrub ( do not use it on your face, it is way too harsh) on your face use something a little less abrasive. i use bioelements flash foam cleanser. it is a cleanser that has fruit enzymes in it that exfoliate your skin gently. when you moisturize do it right after you get out of the shower when your skin is still damp. Curel is a really good body lotion... i believe its called 24 hour moisture.

Get yourself some Cur'el Ultra Healing intensive moisture lotion for extra dry skin . I do a lot of mechanic and wood work, my hands are as smooth as a baby butt, and just as soft. Try it you'll like it I promiss.

this is going to sound weird but use vasoline it helps retain the moisture in your skin better but use it when you know you are not going anywhere and not to close to when you are going to take a shower you can also try baby oil baths keeps you soft for days
