Can't most practices and beliefs be viewed as techniques for transforming the mind?

In a sense, yes. We transform our-self through our own will and up to a point. But beyond that there is another power which assist us with this transformation. For a Christian it is the power of God transforming us into the image of Christ. In this way we become more truly who we were always meant to be, a total loving human being.

I think that's what some religions are about. I agree with you. I know a lot of my practices and beliefs are bent on transforming the mind.

Religion seems more like brainwashing to me...but yes, it does "transform" the mind. Just not always in a positive way...This we know by looking back into the past...

That was my initial understanding, but I don't see much emphasis on results with most religions. It's not about this life on earth, the afterlife is the sought-after reward.
