Is there a way I can find out if I have a criminal record somewhere in the United States (without paying a fee)?

One would think I would know. But I actually don't. I won't go into details but suffice it to say I might have one. Sounds odd I know but I just need to find out for sure.

I'm certain there is no warrant for my arrest! Of that I am certain.
I hate to be this open to complete strangers since it is a very embarrassing issue but while in the Army in 1992, I was arrested on a MILITARY BASE in CA for shoplifting. The case never went to court. It was handled through the Uniform Code of Military Justice (UCMJ) and I received a Field Grade Article 15. Would there be a record of this on police computers?
I'm asking because it will affect how I fill out job applications since I just retired from the Army.
