The best way to determine what kind of rash is on your neck is go see your doc. It would be difficult to guess without being seen.
Did it just show up? How long have you had it? Do you have any other symptoms, the list goes on?

Are you sure it's not a real kick-a** hickey and you are trying to come up with something to tell your folks? If you are for real then you need to see the Dr., anytime there's pain involved then your body is telling you something is wrong, don't ignore it!!

Sounds like poison ivy to me. But dermal conditions tend to be difficult to diagnose. Try hitting it with some calamine lotion, if it helps it's probably poison ivy or an allergic reaction

Maybe it's some kind of infection. You might've worn a necklace that your skin didn't like, and that could've caused it. Go to a doctor and see what they say.

I have a mole on my chest that is like the rash you describe.

It sounds like it may be poison ivy/oak.
But then again, it could be skin cancer, so ask a doctor, and don't hesitate!

I dont know what they are but I am on my second one in the same place. Its about to drive me crazy itching so much.

you need to go see a dermatologists right away from that description it could be melanoma / skin cancer.
