with another male dog --to put it lightly..and hes 3 years old..if he is neutered will he stop this behavior? or do they have to be neutered by a certain age so that that behavior isnt ingrained?

dogs "mate" or "hump" each other (and us!) for various reasons. however, if the male is doing it to another male, it's nothing sexual. it's either an outward expression of anxiety - like if the dog gets too hyper and doesn't know what to do with himself. usually giving him a toy to distract him or stuffed animal to hump will do the trick. sometimes, neutering can calm male dogs down, so it's possible that neutering your mom's dog might stop this behavior. this behavior may also be just a show of dominance - the dominant dog humps the subordinate dog, just to make sure the other dog knows where he stands. usually, this leads to harmony between the two dogs so they won't fight, so there's not much you can or should do to try to stop this behavior if you want the dogs to get along.

My vet said that neutering does slightly diminish mounting behavior. My two male pups...who do the same thing you've described have just been neutered and still haven't slowed down though!

Neutering may diminish the problem but is not necessarily a cure. More than likely, the "humping" of the other male dog is his way of showing dominance.

Instead of worrying about neutering, although you should have your dog neutered ASAP, for many different reasons, but to prevent the dog from doing that, yell at him as soon as you see him. You can also do the spraybottle method, and keep a spray bottle full of cold water handy, and squirt him every time he does it while scolding him. :) It'll work.

well the behavior could be ingrained by now but more than likely remove the hormones and remove the urge as for "humping" on a male dog thats not so unusual i dont know exactly what causes it

Neutering will help but the humping will probably still continue, one reason why I am having a female dog.

The dog is mounting the other dog to show it is the Alpha Dog. Getting him fixed may or may not stop this what he realy need it to told that the humand in the house are Alpha and nither he or his buddy is top dog. Reccomend that youur mom should try to watch the Dog whisper on natinal geograpic channel on fridays that will change her life with her dogs.

Neutering will most definitely help curb this nuisance behavior!!
It will also help prevent a handful of diseases, among other benefits.
I say have him neutered yesterday:)

He's not gay! lol. He's just trying to establish dominance which is very normal. Dogs are pack animals and the males will compete to see who the alpha male is. "The dog whisperer" would tell you to leave it alone and let them work it out.

The mounting is about dominance it's not always a sexual behavior.
