If one were to go purely by alcohol content, then it would be safe to say that whisky is the same as rum, is the same as vodka, is the same as brandy, is the same as tequila, is the same as gin, etc.
Most liquors are sold at around 40% alcohol by volume (most...there are still PLENTY of exceptions).

Their simplest difference is that they are made from two different kinds of ingredients. Whisky from grain, rum from sugar.

Whisky is made from brewed grain, like beer without the hops, whereas rum is made from sugar cane. Different flavours distill off with the alcohol, from the different sources. Whisky is then further flavoured by wood and wine from maturation in used barrels, while rum can be left pale or coloured and sweetened with a dash of molasses.

Whiskey is made from grain by fermenting the sugars in it. Rum is made by fermenting cane sugars. They also could be aged differently in different kinds of barrels that impact flavor. The starting material adds flavoring agents to the final liquor so the two products taste different.

Rum is an ultimate derivative of Sugar Cane.

Whisky is a derivitive of malts. (Corn, wheat, and rye)

Rum normally has a sweeter taste than whisky, and is commonly spiced to have a carribean feel to it.

Whisky tends to be more bitter than sweet, and a more smokey taste to it.

They are made with different things. Rum is generally made from molasses or such where whiskey is made from corn or barly and such. Even though everything tastes and smells different, it's the same ethyl alcohol in all drinks that makes you drunk.

because whiskey is made with corn, barley or wheat, sugar and yeast. It's then distilled and placed in charred oak barrels for at least 36 months. While rum is made from molasses and yeast, distilled and sold fresh.

They taste completely different. Rum is a clear drink, whiskey has more caramel tones. Bourbon has an entire list of requirements for it to be considered bourbon.
