Because every person who is going touch U.S. land must have one no matter how long they will be here. Even if they were here for only an hour they would still have enough time to place a bomb some where in the port. All of our rules have changed ever since 9/11. We can't get back from Canada with out a passport. Up until this year we did not need a passport to go or come back from Canada.

He will need a visa just by going through U.S. Territory's, thats the law of the Land

this is necessary so that just in case for some reason you are required to enter the US, then you could do so with out any delay
