We often paint over wallpaper. It's quite easy. First, make certain that there are no corners or seams that are lifting. If there are, you'll need to glue them down first. All you need do then to prepare the paper to take your paint is to prime it with an oil based primer. It doesn't matter what the wallpaper is (vinyl, paper, etc.) Once that's done, you can paint on top with any kind of paint, including latex paint.

If you don't want to see the seams of the wallpaper, I suggest you use a texturing (either visual or physical) faux painting technique. Email me and I'll be happy to give you some websites to check out...

the best results will be had by using a paint with texture in it. especially if the wallpaper is textured or has uneven surfaces or obvious seams.Regular paint will not successfully cover wallpaper unless it totally flat, even, and has very well fitting seams. you could paint over the wallpaper with a heavy texture paint (Behr sells a great product for this purpose--Home Depot). you apply it with a brush for a stucco look and a putty knife for a plaster look. it will cover any imperfections and uneven areas of the wallpaper. make sure and wash the wallpaper thoroughly before hand. if there are areas of the wallpaper peeling or loose, just tear them off . if the wallpaper is a glossy vinyl then lightly sanding it with corse sandpaper is advisable. This paint product is VERY thick with a consistency like plaster, but its much more durable. you can get it tinted or paint it any color you like when it cures.

Prime it with a white pigmented shellac

Zinsser makes a good product available at HD and Lowe's.

This will prevent it from lifting or coming loose when you paint it. If the seams overlap, you can use drywall compound to float those out, then spot-prime those areas. Then...paint!
