So is handing out condoms saying look , there used to be bad consequences for this behavior, now you can do it without any consequence, and is that likely to promote young people having sex, to be irresponsible and separate sex from it purpose and consequence.

This sounds like a bad attempt at justifying the bible.

We don't need a book to tell us morals, parents do a fine job of that.

No to both questions. First off when people were not handing out the condoms everyone still did the deed. People paid for it back then. Handing out a condom does not say hey there's nothing to worry about so here you go. The talk about sex and what it means and the consequences that go with it are much more open. The stigma that would go with just mentioning these things before was not even worth it, now one can express themselves and let down the fear of being a social outcast for having done the deed before marriage.

This is interesting because contrary to how I would think and according to FBI statistics the higher the the incarceration percentages the higher the crime rate at certain points . this indicates that too much punishment can increase the crime rate according to FBI interpretation . But this may be because of others indirect reasons. Anyhow the other side of the equation is the more important factor; the character or mindset and heart that produce morality for the right reasons. Now consequence becomes hopefully irrelevant .the non punitive consequences of using a condom are a preventive measure of a different order .

Umm...no. First of all, condoms don't protect from every STD and they're not 100% foolproof. They break, the could have a hole, there's a number of factors in there to make them useless. Using a condom just means you're protecting yourself as best you can. It's not a free ticket to sleep with anyone.

Young people are gonna have sex. Get over it. It's always happened and will continue to happen. You can't stop it. Some people have to totally mess up before they realize they're not mature enough to handle adult responsibilities. Giving a young person a condom isn't saying "Go have as much sex as possible because you totally can with no consequence", it's simply educating kids about what's out there and how they can try to protect themselves if they decide to sleep around. People slept around before condoms, AIDS & STDs that last your entire life. Humans are sexual beings. You can't stomp that out or stop it. Morals and self respect don't come from condoms or fear, they come from your parents & your enviroment.

Why not try to teach people good morals and a sense of responsibility instead of scaring them into a life of celibacy.

It depends upon the consequences.
For example, if you tell everyone that breaking any law will result in immediate death, then I doubt you will stay in power for very long....people simply won't stand for it.
It's overbearing and insupportable.
Likewise, saying that contracting a life-threatening disease is an acceptable "consequence" for unprotected sex is sick..
Sorry.
It takes a twisted mind to see such a fate as an acceptable consequence for our fellow men and women.

Consequence will help one from evil. ( I would hope )

Handing out condoms is not the answer, as you stated it promotes young people into thinking it is OK, and there will be no consequences for their behavior.

consequences...but condoms involve PREVENTION, a completely different concept. Which sounds better to you, an unwed teenage pregnant girl who has no idea how to raise a child? Or one night of fun?

For one to be kept from evil, that one has to have the desire and willingness to shun evil. By the same token, one has to have the desire and willingness to do good. There is a better chance to avoid committing evil acts if one distances himself from places where it is being committed or from those that are evil.

Consequences. no it is not like that. you can still get pregnant or get a desease using a condom.

You have got to be joking. Do you honestly think that depriving young people of birth control will stop them from having sex? You are not that stupid are you?

Remember birth control prevents abortions!!!!!!!!!
