and I was braking and downshifting yet the cop pulled me over since i was the only car on the road.It was right after Summit rd to santa cruz and it was a pretty steep grade.

You can and you should always challenge citations issued to you by law enforcement in court.
Remember, you have your right to your day in court, so use it.

Just pay the ticket, because if you go to court and lost, you will also have to pay the court costs in addition to the ticket. Cut your losses now.

14 mph is a little much for even a steep hill
Bad luck, but they aren't going to withdraw it

defensive driving....or go to court and hope the cop doesn't show up

You really cant fight it, they only allow you to go 5mph over it.Sorry!!!!!
