If something were to happen with you guys (any sort of sexual behavior) and your mother finds out, since she is your legal guardian, you are putting him at risk. He can go to jail and even if you say it was your choice. It is still illegal since you are not a consenting adult and at 18 he is. He probably is saying no to you because 1) he knows he shouldn't be with a 15 year old and 2) he probably doesn't trust himself and knows jail time and his life hangs in the fact he keeps his pants on. Move on. I think you should wait until you are a little older before you are convinced you love this boy. I am not really too sure what an 18 year old is doing with a 14 year old either.
