I've already told him I have a new boyfriend (true) and I just want to be friends, but he keeps saying he still loves me and wantes to get back together. I need serious help. And a big thanks to all who give me an answer.

I don't see him often. He was a guy I met over summer. I mostly e-mail him. Sometimes we get on the phone.

tell him in person(on the phone or on e-mail is just mean) that you're over him and he should get over you.
example:"look, no offense, but we're over now. i have a new boyfriend, okay? and although i'm sorry, i just want to be friends. and you know we can't get back together because i have a new boyfriend.etc, etc."(caution: try not to hurt his feelings too much)

tell him you have a bf and your sorry but friends is all you can be
if he cant handle that tell him you might not be able to be around him anymore
sit and talk to him in private (guys tend to listen more that way, no distractions)

Break it off completely. You can't be friends with him if he's all clingy like that.
