You have a few good options:

1. Ignore him whenever he's with his girlfriend, try to aviod him even. This won't do a whole lot but if they suddenly end up breaking up you can't be blamed for any of it.

2. Every time he looks at you look back at him, walk over to him and start talking, and be sure to bring your boyfriend around to introduce him and his...girlfriend/thing. This gives the message that you have a boyfriend that you love and he's just a friend.\

or
3. Just keep what you're doing and forget that anythings going on, don't let it bother you, and should anything happen between them you know personally that you had nothing to do with it.

From what I can tell, you're not doing anything, and it's this other guy's choice to flirt with you. As long as you're not flirting back, you aren't doing anything wrong. However, this situation sounds like it could lead to a LOT of hurt and misunderstandings VERY quickly.
You said you told your boyfriend about this... is he understanding about it? If so, then there's no need to worry about him. As far as hurting the other guy's girlfriend... just don't respond to that guy's flirting, and she hopefully won't think you're encouraging him. In fact, you could tell the guy flat out that you don't appreciate him staring at you because it makes you feel uncomfortable. And if he keeps doing it, and you're worried about hurting his girlfriend's feelings, you could tell her that he's making you uncomfortable with staring at you, and you wish he would stop, and you just didn't want her to get the wrong message.
Good luck!

No, the problem is all his, but you can't just let it go on. When he does this then you need to find a reason to leave. Get out of there and make sure he understands that you're not available if he persists.

you are not doing anything wrong at all. he is the one doing it because 2 wrongs dont make a right. you should just ignore him and pay your boyfriend more attention so that he sees that you are not at all interested in him. try to just act normal so that he notices your not at all available and he will leave you alone. dont play along with him unless you want to lose your boyfriend and have a secret with him. just being honest here ok.
