MY dog keeps moving her neck very strongly back and forth to try to get the leash off of her. Sometimes she even tries to sit down if I try to pull her collar. What may I do?

Most puppies will do what your puppy is doing when first introduced to walking on a leash. You need to start out slowly and make walking on a leash fun. Take tiny pieces of treats and coax her to come to you with the leash on. Make sure to speak to her in a high pitched friendly voice while calling her to come to you with the leash and collar on. Eventually she will see that the leash is a way to allow her out of the house so she can explore and spend time with you. You might want to start her out by coaxing her out of the house, so she will find her way to the grass which is always a great place for them to explore and play. She will adjust, just be patient with her and give her lots of praise when she come to you. Congrats on your new puppy!

Try putting the collar and leash on your dog and just let her drag it around for a few hours each day.... After about a week, try leading her with the leash again... If she's still anxious about it, give her a few more days. This is how I train my dogs... Hope it works for you.

Try taking treats and have your puppy follow it around and in about 2 or 3 weeks the pup will learn

Try a harness instead of a collar.

well i think you should take him to pets smart so they could train him to listen. The main thing that causes him to act like this is obidience do you set rules for him?
