you don't have to be the most popular guy. does she know you like her? if she doesn't try and make small conversations with her, slowly get to know her than work your way in and just ask her if she would like to hang out sometime or go watch a movie. and don't be afraid to give her compliments.. that let's her know that you notice her. you gotta play it cool bro and don't let her see you sweat.. you can't look nervous. approach her with confidence.

Do it anyway. If you don't ask there is a 100% chance you don't go out with her. If you ask, the worst that happens is the same thing: you don't go out with her. But at least there's a chance you do with the second option.

well if she likes you she shouldnt care if you are popular or not and if she dont there are other girls. i promise if she doesnt like you then flirt with the other girls you find attractive and when you get a girl dont be a jackass.
