In all likelihood, you are feeling scar tissue. Tattoo scarring occurs for a variety of reasons: from over-aggressive tattooing, over-working a particular area, barbed needles, or doing touch-ups far too early.
At times, what you do in aftercare has much to do with it as well: infection, irritation causing excessive and thick scabbing, wearing jeans that rub over a new back tattoo can even cause trauma.
On rare occasion it could be just the skin's reaction to any 'assault' no matter how good or gentle the artist is or how superior the needles, equipment is.

If you think the tattoo artist did a good job, (if he didn't make it hurt really bad when you got it done and it turned out nice) chances are it got damaged during the healing process. Either you didn't take care of it enough, or you scratched it when it itched..Scratching causes a lot of the raised parts in tattoos. I have one on my leg that I can feel cause I scratched it. There's not much you can do about it now..

Normal?--I don't know. Common?--sure. My first one is like that. And still like that after over 4 years. It's the only one I have like that. I've been told that it's scarred from the artist being too heavy handed.

if it is consistently bumpy then it is scarred. your tattoo healed with a scar and it is likely to never go away. you probably could have put something on it to begin with and made the scar go down but now you're just stuck with it. my first tattoo scarred. even tho it is covered up with another tattoo you can still feel it.

yes, it is just the bodies way of showing that you have a foreign substance in your body. the majority of my tats raise and feel three dimensional especially in the summer... I asked several artists about this and my doc and it is just the bodies way of rejecting the ink.. won't cause a problem.....

Same thing happened to me, I'm afraid over 9 years later its still like that. It was explained to me that the needle went too deep and caused scarring and there was nothing I could do. I still love my tatt and believe it looks well, I hope you feel the same about yours!

whoever tattooed you must have been really heavy handed, causing some deep scars...as long as it looks ok to you I wouldnt worry about it, not much you can do for it.

it means whoever tattooed you scared your skin, and you'll more than likely have scar tissue for years, dont go back and see him/her again!!
