Why did you say ABUSING. Do you mean USING? You're going to dump the guy because he was 1. honest and 2. embarrased... and you consider this possible abuse. Don't dump him because of these reasons, but only because first you should wait until you understand more about how all of this works, because frankly, you sound a little confused. In all relationships, share YOUR feelings while also listening, talking to and understanding others. Those are my tips for you. Hope you're not offended.

I know its not what you want to hear but you guys are so young and if this is his first relationship maybe hes just really shy. Dont be upset! I'm sure he wasnt saying hes embarrased of you, but just to kiss a girl or hold hands with her at school!!! Make the first move if u really like him and I'm sure he'll get over the shyness! good luck!

There are many more ways to show love and affection besides kissing and hugging. Is this all so important to you as you seem to express? What about being nice to you, being considerate of your wishes, listening to you when you talk, giving you attention. showing acts of kindness like opening a door, laughing at your jokes, etc etc.
Perhaps he is from a conservative family and background where kissing and so forth and not readily shared after knowing someone for only three weeks. Perhaps he is respecting you and not wanting to be immoral. Give it time. Learn about his personality before judging him thru soley wanting the physical aspects of a relationship.

Was he embarrased or shy?
If he was embarrased as in didnt want other people to see him with you then yeah find another guy...
But make sure you fully understand him, he didnt mean he's shy? That wouldnt really be his fault, unless you have a great distaste for shy guys you should just stick with him and maybe make a couple of the first moves...

I think the young man is respectful, so how can you view it as being abusive. He's probably a virgin, or he don't know how to kiss you, or he may want to get to know you better, or then again he may not like you well enough to kiss you. What are you so in a hurry for? You're only 16.

I think you need to slow down your roll young lady. why are you in such a rush for this young man to kiss you? He is probably trying very hard to be a gentlemen. 3 weeks is still kinda early. my friend had a boyfriend for 5 weeks and after those five weeks all they did was hug. but if hes embarrassed to kiss u then dump him

Embaressed is not because of you, its because he's shy, probably, and not so experienced. Help him out. Give him some openings, opportunities and some indirect incouragement, like after a movie, tell him how hot the kissing scene was.
