Philippines can we register him in the US embassy? if yes! What record do we need to submit? should the birth certificate be registered with NSO and when can we go to US embassy to register the baby?when registered how long can we take the baby to the United States?

You baby is a U.S citizen by birth, you will need to go to your nearst U.S Embassy or Consular office in the Philipines and register him or her there. I myself just registered my daughter who was born in Mexico and received a Certificate of birth abroad that same day. You will also need to get a passport for her if you are traveling by air which is the case. I did not have to get the passport since we came in by land.

simple

if the father lived in the United States for over 5 years and the baby was born within the past 10 years then the child should be good to go - register a simple birth abroad.

either way, both the wife and the baby should receive immediate permanent resident status as long as the father can and does sponsor them.

I'm not sure if all countries apply the same law but my daughter born in Peru I got the Peruvian birth certificate to the nearest embassy and registered her. With my passport and my naturalization certificate (you must have those documents in original for such purpose). I received my daughter's passport and birth certificate the next day. It was a very simple documentation process.

I'm pretty sure that any offspring of a US citizen is a US citizen. You'll have to ask the embassy how long it takes to get a passport or if one is even required for an infant.
