splash some rubbing alcohol on the area after shaving and exfoliate 1-3 days later (the day before the ingrowns usually appear) OR shave in the other direction.

I apply hydrocortizone cream to the areas I shave on a daily basis and NEVER get bumps. Sometimes I forget to put it on and by the end of the day I have bumps.....that stuff really works! You can find it in the medicine isle of any local grocery store.

Try some other hair removal method, which may be more suitable.
Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.
Electrolysis and laser hair removal are “permanent” hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.

You are shaving in the wrong direction. To get rid of it but a warm cloth on it. Try a different shave lotion like satin care from gillette.
Try changing razors.

you shaved wrong.. let them grow out a bit and shave WITH the grain and not against and it will feel much better. it may take longer but no ingrowns.. and when shaving don't pull your skin to tighten it. just go over it normally.

I have the same problem and it's BAD. Waxing does not help. I have been told the only thing that helps is to exfoliate but it didn't work for me. I'm still lost as to what to do.

go see some Dermatologist, because things like that tend to get infested very easily, and if it happens in you case,u'll need a minor extraction, under local anestesia.
I would also recommend taking amoxicillin for at least 3 days every 4 hrs.

the best thing i found was "Bikini Zone" cream for the bikini area. not sure if i'd put it on my legs, though. it smells bad, but it helps the redness and pain.
