I actually just anwered this in another question that was phrased differently; however, my feelings are just the same. If you're unfamiliar with this breed, please look it up.
The Japanese Chin is, in my humble opinion, the best breed of small dogs. They were bred in Japan for hundreds of years and, it is believed, originated about the first century A.D. in China or Korea. Rather than being bred for a job such as ratting, guarding, herding, etc., the Japanese Chin has been bred for no purpose other than pleasing it's people.
The Chin is a single-hair shedder with no undercoat so, while they do shed, a 4 minute combing once a day keeps the majority of the shedding under control. Since they have no undercoat, they do not have two huge coat blowing instances eacj year like so many long-coated dogs have.
Additionally, although the adult coat is long and luxurious, they do not need to be taken to a groomer ~ just comb them yourself, daily. Because they are so cat-like in their habits, including cleaning themselves, it is rare that any of mine require a bath more than 2-3 times a year.
They are a quiet, dignified, cat-like little dog that enjoy high places such as the back of the sofa or chair, a wide windowsill or wherever they can get. Several times a day, they will jump down and do all kinds of tricks and antics aimed to entertain you and make you laugh. They *love* their people. They are non-destructive. They housebreak in less time than you can possibly imagine.
They seldom bark and, when they do, it's just a few short, low 'woofs' rather than the high-pitched, ear-splitting barks usually associated with a toy breed.
They are a perfect apartment or condo dog due to their quiet nature and very minimal barking. While they do love to go for a walk once they are trained to it, they do get sufficient exercise in the house/apartment/condo.

Yep a Jack Russel they are solid little dogs with the heart of a big dog. Or a Miniature Bull Terrier they come in quite a small size now a days. The Jacks are extremely smart high energy dogs with the heart of a loin & brain of monkey I swear, lol. The min Bullies are much like a standard Bull Terrier opinionated & stubborn but loyal as.

Toy poodle if you are going for small and smart. Miniature Schnauzer for attitute and energy. Yorkie for cute and prissy. Chihuahua for extreamly small dog that thinks it's the size of a rottweiler.

It depends on the circumstances. Yorkies are very smart, but not great with kids. Same with Chihuahuas. Norfolk and Norwich terriers are very good family dogs. Check any number of dog websites to find the one that best fits your situation.

ok wee;; a lot of these a true and false...i would get a yorkie...they are playful but will still protect and are good around people a kids....i have one and she is my love! they are very cuddly too!
dachshunds are cute but they are known for back problems. a lot of people in my family has those or used to. pugs are good too! my mom has one and they are about the same not really cuddly as much tho. chihahas are usually snippy!

For my self chiahuahas r the best or mini pinshers there cute and small to unless u want something bigger like a toy maltease? or a yorkie

Hands down, Boston terriers. they are very cute, like mini boxers. each has their own unique personality. but, like most smaller dogs and terriers, they have a lot of energy. mine can even jump from the floor to my nose!

I think it would have to be a chihuahua cause they are extremely smart and they are one of the smartest dogs i have ever owned.
