depends on whether u want to take blood or put a venflon.
If you want to take a blood, the order would be - antecubital (the one front of elbow joint),veins in the back of hand, veins in the front of fore arem. If you cant find in arms, then u need to go to the legs. If you even cant find there, then you have to take the blood from femoral vein , which is in the groin.

If for inserting a venflon, then back of the hands is best as there would be lot of movement in elbow.

The one on the side of the wrist (thumb side up)
Then the veins in the hand.

Basilic, cephalic, "intern's friend" at radial wrist.
